why do you think that?
It's not about a specific conference, so not a project. It's not an area of focus, because it's not an ongoing responsibility. It looks like a goal for the next 3-5 years, so 40,000 feet is about right. Not that it matters too much where you put it, as long as you review it once a quarter.
