Outlook Filter Button dimmed

Trying to follow the directions in the PDF "GTD and Outlook" to filter tasks - but the filter button is always dimmed. (In fact have looked at Contacts and Notes views as well, and dimmed everywhere.) What configuration change needs to be made to allow filtering?
