Intead of the Palm ToDo you could try the Palm Memo. In the Palm Memo you can drag and order each Memo ("Project") as you see fit.
So the first line in the Memo is the project, and each line after...

I haven't done the Projects as Contacts method, but as to syncing of the folders, you are correct.
