First off I don't think in tags so I am not sure how to do what I do with that stuff in a tagged system. But maybe describing where I store that will help. I use DEVONThink not Evernote but they are similar in capabilities.

I use shallow folder system with folders for each AOF and then within that folders for various projects and stuff. My old scanned passports, drivers licenses and the like are in a folder called O Info Archive (O for Oogie, info for general and archive because it's not current stuff) Then within that folder each document has a file name or title like this O Drivers License 1998 or more generally <person or major category> <Item and author and key words> <date>

I have a standard way of entering in file names or note titles that helps me find stuff but is also readable to someone else in case they need to get access and I am unavailable.
