I finally understood the following:

Action support folders are to assist next actions
Project support folders are to assist projects

It is as simple as it reads, but what a difference applying it!

-> @support folders shall be kept within fingertips reach
project support folders shall be reviewed when necessary, at least once a week

"Action support" would be for next actions that have no project. For example, na="mail letters". You put the letter in action support.
