I don't know what the official way is but some of the questions I ask about an on-hold project when deciding what review schedule to put into OF are:
Do I expect that this can be done within the current season?
Is it a multi year-project?
Does it depend on tools we do not have right now?
How high is my personal priority on this project being completed?
How long has this project been on hold so far?
I leave things at the default of 1 week review until I get tired of seeing them and then I change it. So for example I have about 35 knitting projects on hold. I have them set to review every 3 months. The reason is when I finish a current knitting project and wish to make a new one active I will look at all the on-hold projects and pick one or 2 to start. I generally need 2 active knitting projects at a time, one that is complex and needs to be done at home and one that is brewery friendly that I can work on while drinking a pint or 2. I don't care to review them weekly as I only really need to see them when I finish a project but I don't want to have a longer review time because sometimes I decide to hibernate a project and start a new one so I want to be reminded of my future projects occasionally.
