Actually, I doubt David was communicating a "rule by fear" principle. Rather, he was probably trying to say, in a humorous way, that as a boss, he doesn't want or feel the need to govern the tools, systems, or methods that his employees use. That's their job. He cares most about the end results. His employees don't get paid to manage their work with GTD.
